I think the rules should be as follows: In the course of regular usage the "Fork Level" can rise and fall (mostly fall, except at punctuated moments of bounty, i.e trips to Sam's Club). However the fork level cannot, I think, exceed the capacity of the box, which is 600. Thus, until the fork box has been opened and some number of forks has been used the new forks cannot count.
After the box is opened and even one fork has been used, even if the number of new forks exceeds the number of used forks, the new forks shall still count, as we will accept the principle of 600 forks maximum as a general heuristic. If the box has not been opened however, the rules of consumer rights and truth in advertising dictate that there be exactly 600 forks.
